Community Health Program

Sanitary nuisances:

Investigation of complaints from the general public concerning unsanitary conditions such as sewage, noisome odors (harmful to human and animal life), mosquito breeding, rodent harborage and solid waste. These investigations are performed under the authority
of Florida Statutes 381 New window and 386 New window.

Rodent control:

Provides information to the public concerning effective control measures and investigates premises for rodents and favorable conditions for feeding and harborage.

Rabies Control:

Over 2500 animal bite incidents involving possible human exposure to rabies are investigated each year. Through close work with Pinellas County Animal Services New window, animals must be located and quarantined. Appropriate animal specimens are examined by a state laboratory for rabies. Victims and the public are alerted to positive cases of rabies. The department is also involved in the periodic dissemination of rabies wildlife vaccine bait blocks.

Indoor Air Quality:

Provides services to assess problems associated with indoor air quality that may have a direct effect on people’s health. Environmental assessments are provided for residential and commercial establishments for a fee established by the Pinellas County Board of County Commissioners. This assessment is a preliminary environmental study where based upon the findings recommendations are made to improve the quality of the indoor air. This is a non-regulatory/enforcement program. Radon detection kits can also be purchased through this division for home use. Complaints regarding violations of the Florida Clean Indoor Air Act are addressed by the Department of Health’s Division of Health Access and Tobacco and referred locally for investigation to the Environmental Health Division.

Lead Intervention Program:

A team of specialists performs inspections and risk assessments at no charge for families with children having elevated blood lead levels and family day care homes. The public may request an evaluation of a residential or commercial facility for an established fee.

Mobile Home/ Recreational Vehicle Park and Recreational Camp Inspections:

Semi-annual inspections are performed at permitted parks and camps to ensure safe water supplies, adequate disposal of solid and liquid waste, sanitary restroom and shower facilities, and vermin control. These investigations are performed under the authority of:

Tanning Facilities:

Facilities offering the use of tanning equipment are required to meet standard operating guidelines. Specialists perform semi-annual inspections to assure safe and sanitary operation with properly trained personnel and mechanically sound equipment.
